Paul Baldwin is founder of Baldwin Health Policy Group LLC, a public affairs and government affairs consulting firm since 2013.

Paul’s history in government affairs begins in 1989 as a state government affairs manager for Rhone-Poulenc Rorer Pharmaceuticals (RPR) covering New York and New England. In 1994 Paul became Director of State Government Relations for RPR in Collegeville, PA and briefly served as Director of State and Federal Government Relations before moving to the long-term care industry.

In 2001 Paul began as Director of Government Affairs for Genesis Health Ventures (now Genesis Healthcare) managing government relations for its NeighborCare pharmacy division.

Shortly thereafter, Paul took the position of Executive Director of the Long Term Care Pharmacy Alliance (LTCPA) the first trade association for multistate LTC pharmacies. He was actively engaged in leading the industry through the creation and implementation of the Medicare Modernization Act, which created the Medicare Prescription Drug Benefit.

Following the rollout of the MMA, Paul became VP of Public Affairs for Omnicare, responsible for state and federal government relations for the industry’s largest pharmacy company.

In 2013 Paul created Baldwin Health Policy Group LLC.

Baldwin Health Policy Group:    Since starting BHPG Paul has provided government relations consulting services to companies in the long-term care pharmacy industry and professional associations, as well as publishing an industry newsletter and authoring a monthly column on public policy for Senior Care Pharmacist, the professional journal of the American Society of Consultant Pharmacists.
